Joseph A. Bissonnette
An associate at Lampert, O’Connor & Johnston, Joe Bissonnette advises clients on a variety of regulatory, compliance, and transactional matters involving the Federal Communications Commission, the National Telecommunications and Information Administration (NTIA), and state regulatory commissions.
Prior to joining the firm, Joe was a communications policy advisor at NTIA. There he worked on development of the first and second Notices of Funds Availability for the Broadband Technology Opportunities Program (BTOP), and directed development of BTOP Grant Guidance and Reviewer Guidance documents and BTOP application systems. Joe also served as a federal program officer for broadband infrastructure projects in both pre-award and post-award phases of BTOP, reviewing grant applications and monitoring and assisting grant recipients.
Joe was previously an associate at Latham & Watkins LLP, focusing on communications law and technology transactions. He also served as a law clerk in the office of Commissioner Michael Copps, and, prior to law school, was a software engineer at Motorola where he worked on 3G wireless systems. Joe is a graduate of the University of Wisconsin and of the University of Virginia Law School.
